Victor Cass

Victor Cass is the product of educator parents who taught him that serving one's community was as important as fulfiling personal goals. His involvement with service began at an early age, as a Cub Scout with Pack 75, Rose Bowl District, San Gariel Valley Council, Boy Scouts of America, at Luther Burbank Primary School, in Altadena, CA. Victor attained the Bear rank and served as a Webelos Scout in the same pack.

Victor joined Pasadena's historic Boy Scout Troop 4, at Westminster Presbyterian Church, in 1978. During his Boy Scout career, he served as an assistant patrol leader, patrol leader, Scribe (Senior Patrol), Assistant Senior Patrol Leader, and Senior Patrol Leader, and Junior Assistant Scoutmaster, holding every leadership position available.

Victor is also a Brotherhood member of the Order of the Arrow, Ta Tanka Lodge 488, and an Eagle Scout, receiving the coveted rank in 1985.

Victor attended SGVC Adult Leader Training upon reaching his 18th birthday, and served for several years as an Assistant Scoutmaster for Troop 4 (1986-90, 1991-92).

After the Persian Gulf War and the Los Angeles Riots, Victor joined the Pasadena Police Department in 1992. He attended the Rio Hondo Police Academy where he received the California Academy Director's Association (CADA) Award upon graduation, January 8, 1993. He was sworn in as a full-time law enforcement officer on January 11, 1993.

Victor served as a uniformed patrol officer (1st tour), 1993-96; Community Policing Officer, Villa Parke Community Policing Project, 1996-97; Patrol (2nd tour), 1997-98; Detective (Acting Corporal), 1998-99; a Police Officer in charge of Special Projects/Business-Neighborhood Watch/PAL Arts Program, Community Services Section, 1999-2002; 3rd tour in Patrol, 2002-2007, where he worked in Northwest Pasadena; and is currently assigned to the Homeless Outreach and Psychological Evaluation (HOPE) Team.

During his police service, Victor has participated in numerous investigations involving homicide, attempted murder, rape, robbery, assault, theft, narcotics, and traffic-related crimes, many leading to arrests and convictions with considerable prison terms. He has served on the department's Uniform-Equipment Committee, Policy Review Committe, Strategic Plan Steering Committee, Patrol Committee, and Honors Board.

Victor has received training and put on training in Anti-Terrorism Concepts for Patrol Personnel, Gypsy Crimes and Culture, and Unlicensed/Suspended Driving Enforcement.

Victor has received numerous awards and commendations for his service, including the Pasadena Fire Department's Unit Citation; Chief's Special Award for Excellence; Chief's Special Award for Innovation; California Police Summer Games Service Bar; and commendations from the City of Pasadena, City of Los Angeles, County of Los Angeles, State of California, and the U.S. House of Representatives, just to name a few.
